Entitlements within the inner cities should be transformed into programs creating some basic manufacturing to create jobs. Even a government subsidized manufacturing program would create value in the products rather then simple handouts without the possibility of making your own way independent of government handouts that simply make it too difficult to escape a dependency system. Not to mention the lack of possibility of gaining marketable skills..This kind of manufacturing does not need to even make vast profits as providing income to the area and the taxes it generates would far surpass any lack in a profit strategy. Perhaps making products only being supplied presently by China would be the best product selector to keep these moneys inside the US and allow the turnover of these legitimate monies within the poorer communities without directly competing with other in country manufacturing. Who knows it could prompt some manufacturing home again.
